For TIR at PQ:  \mathrm{ \quad \theta>C}
From the geometry of figure: \mathrm{\theta=60^{\circ}} 
So,  \mathrm{ 60^{\circ}>C \Rightarrow \sin 60^{\circ}>\sin C}
