\mathrm{r=k\left[\mathrm{C}_2\right)^x[\mathrm{NO})^y}

From equation (1) and (2) 

\mathrm{\frac{2.16 \times 10^{-3}}{2.4 \times 10^{-4}}=\frac{k(0.40)^x(0.60)^y}{k(0.40)^x(0.20)^y} \Rightarrow y=2}

                                                                                        \mathrm{x+y=3}

From eqaution (2) and (3)

\mathrm{\frac{2.16 \times 10^{-3}}{4.32 \times 10^{-3}}=\frac{k[0.40)^x[0.60]^y}{k[0.80)^x[0.60]^y} \Rightarrow x=1}
