Urea with water given ammonium hydroxide which dissociates to give ammonia.

    NH_2CONH_2+3H_2O\rightarrow CO_2+2NH_4OH

NH_4OH\rightarrow NH_3+H_2O

Ammonia with Cu^{2+}(aq) gives  a deep blue color solution.

Cu^{2+}(aq.)+4NH_3\rightarrow [Cu(NH_3)_4]^{2+}(aq.)

Then C will be [Cu(NH_{3})_{4}]^{2+}

Therefore, the correct option is (3).
