In all its compounds, fluorine has an oxidation number of -1 since it is the most electronegative element.

 Since F is more electronegative so its O.N. is -1.

\\\mathrm{\therefore O.N.(Cl)+(-1)=0}\\ \\\mathrm{\therefore O.N.(Cl)=1}
