best_answer

The number of orbitals in the n^{th} shell is equal to n^2.

So, for n=4, there are 4^2 =16 orbitals present.

As each orbital has one electron with spin m_{s} =-\frac{1}{2}.

Hence, there will be 16 electrons with m_{s} =-\frac{1}{2}.
