Given: PA+PB is minimum 

So, AB must be a straight line

Apply straight line equation, we get

(y-3)=frac13-37-4	imes(x-4)

(3y-9)=(10x-40)

At Point P      x=y

(3x-9)=(10x-40)

7x=31

x=frac317;y=frac317
