If a body is moving with uniform speed in a particular direction on a perfectly smooth surface , no net force acts on it.Why??

First Law states that if there is no net force, then the body will move in uniform speed. This statement works both ways, so if it is moving with uniform speed, then there is no net force. No net force means, there might be several force acting on the body, but the total/resultant/net force of all the forces acting on that body is zero.
