Abstract noun are the nouns which states qualities,feelings or ideas which are also uncountable(cannot be counted). For example- beauty, pride, pain, etc.

Policy is an Abstract noun as policy means a idea/plan of action taken by an authoritative body or figure. Even though it can be both a countable or uncountable noun, the noun is still abstract.
