\mathrm{V_1 =\frac{c}{\sqrt{\left(u_r\right)_1\left(\varepsilon _r\right)_1}}=1.5 \times 10^8 \mathrm{~m} / \mathrm{s} }

\mathrm{V_2 =\frac{c}{\sqrt{\left(u_r\right)_2\left(\varepsilon _r\right)_2}}=\frac{3 \times 10^8}{3} }

      \mathrm{=10^8 \mathrm{~m} / \mathrm{s}}

Hence 1 is correct option.
