As we learnt,

When any weak acid or base is reacted with a base or acid respectively, in unequal amounts , then a buffer solution is obtained.

Out of the given options,  HCl and NaOH are both strong and hence the solution obtained will not behave as a buffer.

Hence, the correct answer is Option (4)
