If the plank is pulled by the constant velocity 'v' then the velocity of the top point of the cylinder should also be 'v'.

\omega=v / r

If the cylinder is not slipping then,

\begin{aligned} & v_{c m}+r w=v \\ & v_{c \cdot m}=0 \end{aligned}
