30 % solution by mass means 30 g of solute m 100 g solution.

45 % solution by mass means 45 g of solute in 100 g solution

Mass of solute in 150 g solution

=\frac{30}{100}\times 150

=45 \; \text{g}

Mass of solute in 250 g solution

=\frac{45}{100}\times 250

=112.5 \; \text{g}

Total mass of solute

=45+112.5

 =\mathrm{157.5 \; g}

Mass % in the mixture

=\frac{157.5}{400}\times 100

=\mathrm{39.37 %}
