Oogonium begins division and gets arrested at prophase 1 of meiotic division and results in formation of primary oocyte.

Primary oocyte is then covered with a layer of granulosa cells resulting in formation of primary follicle.

Primary follicle is then covered with more number of granulosa cells and a new theca - a protective layer is called secondary Follicle .

Hence option C is correct.
