Electronic configuration of –

\mathrm{Nitrogen \: [He] 2s^{2}p^{3}}

\mathrm{Oxygen\: [He] 2s^{2}p^{4}}
Due to stability of half-fill p-subshell, Nitrogen atom does not readily gives electron whereas the oxygen atom is although smaller in size but shall emit electron readily as compared to Nitrogen.

Hence option 1 is correct.
