The velocity of sound, c \alpha \sqrt{T}

Here, T_{1} = 0 + 273 = 273K;     T_{2} = 20 + 273 = 293K

\frac{c_{20}}{c_{0}} = \sqrt{\frac{293}{273}} = (1 + \frac{20}{273})^{1/2} \approx 1 + \frac{1}{2} \cdot \frac{20}{273} = \frac{283}{273}

So, the percentage change in velocity,

\frac{283}{273} - 1 * 100 = 3.66% \approx 3.5%
