I.E. of N is more than I.E. of O due to higher stability of half filled \mathrm{(2p^{3}) }outer most sub-shell of N, leading to difficulty in removing the electron.

Due to small size of fluorine atom, surface charge density increases substantially. So, it can not readily accommodate more number of electrons, in fact it repulses new electrons.
Hence, electron affinity of Fluorine is less than chlorine because of smaller size.
As we move from left to right across a period, the ionisation energy increases with decrease in size.

Hence option 2 is correct.
