According to Kepler's second law

\frac{dA}{dt}=\frac{L}{2m}=\frac{r\; *\; p}{2m}=\frac{r\; *\: mv}{2m}=\frac{r\; *\; v}{2}

Since “r” at aphelion is more; the velocity decreases and “r” at perihelion are smaller; the velocity increases.
