Solution: The given system of equation will have infinite number of solutions , if 

       \ 2/p+q=3/2p-q=7/21 \ \Rightarrow 2/p+q=3/2p-q=1/3 \ \Rightarrow 2/p+q=1/3 ;and ;3/2p-q=1/3\ \Rightarrow p+q=6

\ Rightarrow 2p-q=9\ \Rightarrow p=15 ; and ;q=1
