                    \mathrm{\frac{d s}{d t}=12 t-3 t^2}

Now, from question velocity is zero-

\mathrm{\begin{aligned} & \frac{d s}{d t}=0 \Rightarrow \quad 12 t-3 t^2=0 \\ & 12 t=3 t^2 \\ & 12 t-3 t^2=0 \\ & 3 t(4-t)=0 \\ & 3 t=0, \quad 4-t=0 \\ & t=0 \quad t=4 \mathrm{sec} \end{aligned}}
