Eccentricity, \mathrm{e =\frac{r_{\max }-r_{\min }}{r_{\max }+r_{\min }}=0.0167 }

Therefore, \mathrm{\frac{\mathrm{r}_{\max }}{\mathrm{r}_{\min }}=\frac{1+\mathrm{e}}{1-\mathrm{e}}=\frac{1-.0167}{1+0.0167}}

\mathrm{ \mathrm{r}_{\max } \times \mathrm{V}_{\min }=\mathrm{r}_{\min } \times \mathrm{V}_{\max } }

\mathrm{ \therefore \frac{\mathrm{V}_{\max }}{\mathrm{V}_{\min }}=\frac{\mathrm{r}_{\max }}{\mathrm{r}_{\min }}=\frac{1+0.0167}{1-0.0167}=1.033 }

Hence option 2 is correct.
