In equation
6x – 3y + 10 = 0
a1 = 6, b1 = –3, c1 = 10
In equation
2x – y + 9 = 0
a2 = 2, b2 = –1, c2 = 9
\frac{a_{1}}{a_{2}}= \frac{6}{2}= 3
\frac{b_{1}}{b_{2}}= \frac{-3}{-1}= 3

\frac{c_{1}}{c_{2}}= \frac{10}{9}

Here, \frac{a_{1}}{a_{2}}= \frac{b_{1}}{b_{2}}\neq \frac{c_{1}}{c_{2}}

The lines are parallel.
