\tan \theta= \frac{X_L-X_C}{R}=\frac{\omega L-\frac{1}{\omega C}}{R}
For low frequencies, X_L<X_C\Rightarrow \tan\theta <0
For resonance

X_L<X_C\Rightarrow \tan\theta =0\left (\nu =\nu _0=\frac{1}{2\pi\sqrt{2C}} \right )
