Why do these compounds differ in their reactivity?

Lead is present in +4 oxidation state and the stable oxidation state of lead in PbO is +2. PbO_{2} thus it can act as an oxidising agent. Therefore, it can oxidise Cl^{-} ions of HCl into Chlorine.
