Solution.        

Consider two triangles as shown:

In $A B C$ and $P Q R$, side $A B=P Q$ and side $B C=Q R$ and angle $A C B=Q P R$

But we can observe that on placing one triangle upon the other triangle, they do not cover each other completely.

So, $A B C$ and $P Q R$ have a Side-Side-Angle criterion but do not follow a congruence relation $P Q R$ and $A B C$ is not congruent.

Hence option (C) is correct.
