A function has an inverse if it is one-one and onto.

Solution: 

Let us check one-one 

f=\left \{ \left ( 1,10 \right )\left ( 2,10 \right ) , \left ( 3,10 \right ),\left ( 4,10 \right )\right \}

Since all elements have an image, they don't have a unique image.

\therefore \: \: \: \: \: \: f is not one-one

Since, f is not one-one, it doesn't have an inverse
