Let the point be P (x,y)  

According to the question

\sqrt{x^{2}+\left ( y-4 \right )^{2}}=\frac{2}{3}\left | \frac{y-9}{1} \right |

9(x2+y2-8y+16)=4(y2-18y+81)

9x2+5y2=180
