So, let the centre be C(0,k) 

 Circle passes through O(0,0)and A(2,3)

OC2=AC2

k2=(2-0)2+(3-k)2

k=13/6

(x-0)2+(y-13/6)2=(13/6)2

3x2+3y2-13y=0

Answer- None
