Why is the rate of breathing in aquatic organisms much faster than in terrestrial organisms?

Fishes absorb dissolved oxygen from water through gills. As the amount of dissolved oxygen in water is low and to compensate that low oxygen, the organisms has faster breathing rate as compared to that of terrestrial organisms.
