Let the digit be x.

\text{According to the question } \\ \frac{x}{100} = \frac{1}{10} \times \frac{x}{10} \text{ Which is true}

Hence the place value of a digit at the hundredths place is \frac{1}{10} times the same digit at the tenths place.
