Hint: use basic concepts and concepts of maxima and minima.

Solution:

\begin{aligned} &A=\pi\left(\frac{14-2 x}{4}\right)^{2}+\frac{x^{2}}{4^{2}} \\ & \end{aligned}

=\pi\left(\frac{14-2 x}{4}\right)^{2}+\frac{x^{2}}{16} \\

=\frac{\pi\left(196+4 x^{2}-56 x\right)}{16}+\frac{x^{2}}{16}

Put x = -1

\begin{aligned} A &=\frac{\pi(196)-2}{\pi(\pi+4)} \\ & \end{aligned}

=\frac{196 \pi-2}{\pi(\pi+4)}
